Education & Skills Development Manager

About the role

The Department of Culture and Tourism – Abu Dhabi is seeking an Education & Skills Development Manager on a 12‑month freelance contract. You will translate the talent pathway blueprint into operational education and skills programs that span school exposure, vocational training, bootcamps, university courses, certifications, and employment‑linked pathways.

Key responsibilities

• Design program curricula, learning objectives, target cohorts, delivery models, duration, certification, and progression pathways.
• Collaborate with partner institutions and industry experts to develop or adapt curricula and benchmark international programs.
• Create pitch documents for partners and support negotiation processes.
• Manage day‑to‑day relationships with schools, universities, vocational providers, academies, and bootcamps.
• Oversee program launch, enrollment campaigns, student selection, scheduling, instructor sourcing, facilities, and issue resolution.
• Monitor delivery quality against program designs and partnership agreements.
• Maintain cohort‑tracking data and prepare performance reports for KPI frameworks.
• Provide input for business cases, partnership negotiations, annual planning, and budgeting.

Required profile

• Strong program‑management experience with ability to run multiple programs and partners in parallel.
• Proven stakeholder management across various levels and functions.
• Fluency in English; Arabic language ability is an asset.
