Estimation Manager - Infrastructure

About the role

The candidate will be responsible for preparing accurate cost estimates, reviewing tender documents, coordinating with technical and commercial teams, and ensuring competitive and commercially sound tender submissions for infrastructure projects.

Key responsibilities

• Lead the estimation and tendering process for roads, utilities, drainage, and related infrastructure works.
• Review tender documents, drawings, specifications, BOQs and contract conditions.
• Prepare detailed cost estimates, rate analyses and cost breakdowns.
• Obtain and evaluate quotations from subcontractors, suppliers and vendors, and negotiate where required.
• Coordinate with Procurement, Planning, Engineering and Commercial teams during the tender stage.
• Identify project risks, exclusions, assumptions and commercial requirements.
• Maintain a database of rates, suppliers, subcontractors and previous project costs.
• Participate in pre‑tender meetings, site visits, clarification meetings and post‑tender negotiations.

Required profile

• Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management or a related field.
• 15+ years of estimation/tendering experience, preferably with a main contractor.
• Extensive experience on infrastructure and civil construction projects (roads, utilities, drainage, bridges, earthworks).
• UAE/GCC construction experience is highly preferred.
• Proven ability to manage estimation teams and handle multiple tenders simultaneously.
• Strong negotiation, analytical and communication skills.
