Estimation Manager

About the role

We are seeking an experienced Estimation Manager to lead the tendering and cost estimation function for utilities infrastructure projects across the UAE. The ideal candidate will have extensive experience preparing competitive bids for large‑scale infrastructure projects such as water, sewerage, stormwater, power, district cooling and telecom networks.

Key responsibilities

• Lead the complete estimation process from tender receipt to bid submission.
• Review tender documents, drawings, BOQs, specifications and contract conditions.
• Prepare accurate cost estimates, pricing strategies and commercial proposals.
• Coordinate with Engineering, Procurement, Planning, QS and Operations to obtain inputs.
• Conduct quantity take‑offs and validate BOQs.
• Obtain and evaluate quotations from subcontractors and suppliers.
• Analyse project risks and opportunities during the bidding stage.
• Develop value‑engineering solutions to optimise costs while maintaining quality.
• Prepare tender clarifications and participate in pre‑bid meetings.
• Maintain an updated cost database for materials, labour, equipment and subcontractors.
• Present bid summaries and recommendations to senior management and support post‑tender negotiations.

Required profile

• Proven experience in tendering and cost estimation for large‑scale utilities infrastructure projects.
• Strong commercial acumen and technical knowledge of water, sewerage, power, cooling and telecom networks.
• Ability to manage multiple tenders simultaneously and meet strict deadlines.
