General Manager – Construction

About the role

The General Manager – Construction will lead the construction function for a developer‑backed contracting arm in Dubai. The role starts with low‑rise to mid‑rise projects and will evolve to high‑rise and complex developments as the portfolio expands.

Key responsibilities

• Define and implement the construction organization structure, including key leadership roles such as Project Managers, QS, QA/QC, Planning and HSE.
• Establish core construction processes, SOPs, project controls, cost management, change management and quality & HSE frameworks.
• Lead end‑to‑end delivery of projects, ensuring adherence to schedule, budget, quality and safety standards.
• Oversee consultant coordination, contractor performance, risk management, resource optimisation and authority approvals.
• Develop long‑term construction strategy aligned with the developer’s pipeline, including feasibility studies, constructability reviews and value engineering.
• Design systems and teams ready for future high‑rise projects and advise leadership on capability gaps and timing.
• Provide procurement and commercial guidance to support project scale.

Required profile

• Proven senior leadership experience in construction management, preferably within low‑rise to mid‑rise developments.
• Demonstrated ability to build and scale an organization, define governance structures and drive high‑performance cultures.
• Strong track record of delivering projects on time, within budget and to quality and safety standards.
• Experience in strategic planning, risk mitigation and stakeholder coordination.
