HR Manager – Lead Talent & HR Operations

About the role

Windmills Group, a leading asset valuation and building consulting firm in the UAE, is seeking an experienced HR Manager to drive its people strategy across three offices. The role will partner with senior leadership to align talent acquisition, employee engagement and HR technology with business objectives.

Key responsibilities

• Act as HR product owner for internal HR systems, define requirements, test features and lead continuous improvement.
• Manage the full UAE visa lifecycle, labour cards, Emirates ID and related medical/insurance formalities, liaising with PROs, MOHRE and GDRFA.
• Ensure contracts, policies and procedures comply with UAE Labour Law (Federal Decree‑Law No. 33 of 2021) and handle disciplinary, grievance and termination matters.
• Write and own job descriptions, source and screen candidates, coordinate with external agencies and build a pipeline of specialist talent.
• Lead onboarding and off‑boarding, design retention initiatives, oversee leave and attendance, and maintain audit‑ready personnel files.

Required profile

• Minimum 7 years progressive HR experience in the UAE, including at least 2 years as HR Manager or senior HR Generalist.
• Direct experience shaping HR systems/HRIS in partnership with development or IT teams.
• Master’s degree in HR, Law, Business Administration or a related field.
• HR certification such as CIPD, SHRM‑CP or PHRi is a strong plus.
• Legal background preferred.
• Proven ability to manage end‑to‑end recruitment and external agency relationships.

Required skills

• Strong working knowledge of UAE Labour Law and its practical application.
• Solid understanding of UAE visa, immigration and labour‑card processes.
• Knowledge of the property/asset valuation, real‑estate or building‑surveying industry or a willingness to learn quickly.
• Comfortable writing basic system requirements for developers and an interest in HR tech.
• Proven ability to run recruitment end‑to‑end, including sourcing, screening and onboarding.
