PMO Construction Specialist – Wastewater

About the role

Parsons is seeking a seasoned PMO Construction Specialist to support wastewater infrastructure projects in Abu Dhabi. You will work within the PMO team to ensure governance, schedule, cost, risk, quality and HSE compliance across the program.

Key responsibilities

• Support execution planning for pumping stations, trunk mains, deep sewer tunnels and related assets, coordinating constructability and design‑to‑construction handover.
• Implement PMO governance tools such as templates, reporting, risk/issue logs, change control, document control and stage‑gate compliance.
• Review contractor programmes and method statements, track progress against baselines, highlight variances and recommend corrective actions.
• Assist in planning shutdowns, tie‑ins, commissioning and handover activities with operations and maintenance teams.
• Manage cost, schedule and risk elements including budgets, forecasts, critical‑path monitoring, monthly reporting and risk registers.
• Ensure QA/QC compliance through ITPs, inspections and NCR follow‑up, aligning with standards and approvals.
• Promote HSE compliance by reviewing contractor HSE plans, supporting incident reporting and corrective actions, with focus on community safety and environmental protection.
• Prepare dashboards, reports and presentations for senior stakeholders and capture lessons learned for continuous improvement.

Required profile

• Bachelor’s degree in Civil Engineering, Construction Management or a related discipline.
• Minimum 10 years of construction management or project delivery experience, with strong exposure to wastewater infrastructure.
• Proven experience working within a PMO or structured governance environment.
• Demonstrated ability to coordinate multi‑stakeholder and multi‑contract environments.
