PPP Senior Advisor - Infrastructure

About the role

Parsons is seeking a dynamic PPP Senior Advisor to strengthen its PPP Advisory practice in the UAE and the wider MEA region. You will support clients, SPVs, lenders and consultants across the full lifecycle of critical infrastructure and public‑service projects.

Key responsibilities

• Navigate and harmonise regional PPP frameworks, including UAE, Saudi and Omani regulations.
• Lead project initiation activities – define transaction strategy, delivery models, procurement routes and conduct market sounding.
• Develop business cases, value‑for‑money analyses, CAPEX/OPEX models and affordability inputs.
• Allocate and review technical, O&M, lifecycle and performance risks.
• Draft concession documents, technical schedules, O&M requirements and performance standards.
• Design payment mechanisms, availability criteria, KPIs and deduction structures.
• Conduct technical due diligence on bidders and SPVs, establishing bankability criteria and compliance checks.
• Manage bid‑to‑financial‑close processes, lead bid clarifications and coordinate advisors.
• Formulate whole‑life and handback strategies, covering asset management and residual value.
• Support business growth through proposals, capability statements and outreach materials.

Required profile

• 10‑15 years of experience in business consulting, transaction advisory or infrastructure engineering.
• Bachelor’s degree in a technology or engineering discipline.
• Proven expertise in PPP transactions and whole‑life project delivery for critical infrastructure, public services or mobility systems.
• Fluent professional English; Arabic is a strong advantage.
• Excellent project‑management and communication skills with ability to handle multiple projects.
• Willingness to be based in the UAE and travel across the MEA region as needed.
• Hands‑on experience implementing PPP services in line with regional regulations (UAE, KSA).
