Program Manager – FinTech Banking

About the role

This fully remote position based in the United Arab Emirates leads complex, multi‑project programs within the banking and financial technology sector. You will ensure strategic alignment of business objectives, regulatory requirements, and technology initiatives while driving measurable outcomes.

Key responsibilities

• Define and oversee program governance structures, including RACI matrices, steering committees, and compliance checkpoints.
• Align multi‑project portfolios with organizational strategy and monitor performance against KPIs.
• Develop and maintain program roadmaps, budgets, milestones, and resource plans.
• Lead and mentor project managers and cross‑functional leads across engineering, QA, cybersecurity, and compliance.
• Ensure adherence to regulatory frameworks such as PCI DSS, GDPR, PSD2, SOC 2, ISO 27001, and SAMA.
• Manage program‑level risks, dependencies, and escalation strategies.
• Provide executive‑level reporting on progress, financial performance, and risks.

Required profile

• Minimum 10 years of experience in project or program management, with at least 5 years in banking or fintech.
• Proven success delivering complex, regulated multi‑project programs.
• Strong knowledge of program governance, PMO models, and portfolio management.
• Relevant certifications such as PRINCE2, PMI PgMP, or SAFe Portfolio Management.
• Ability to work effectively in a remote, distributed team environment.

• Cloud platforms: AWS, Microsoft Azure, Google Cloud Platform.
• Modern architectures: microservices, API ecosystems, DevSecOps.
• Scaled agile frameworks: SAFe, LeSS, Disciplined Agile Delivery.
• Program management tools and frameworks: PRINCE2, PMI PgMP.
