Program Manager - Gold Line Metro

About the role

The Program Manager will lead the planning, execution, and control of the Gold Line Metro portfolio within Rail Design, ensuring alignment with Dubai and RTA strategic objectives, the Rail Network Plan 2032, and corporate governance standards. The role demands high‑quality delivery from concept to completion, strategic advice to senior leadership, and coordination with multiple partners.

Key responsibilities

• Advise RTA senior management and CEOs on portfolio priorities, benefits realization, and alignment with Dubai’s strategic plans.
• Ensure all Gold Line Metro design projects comply with governance frameworks, technical standards, and sustainability requirements.
• Lead strategic committees, manage corporate partnerships, and represent the program in external forums.
• Track and review program‑level KPIs, including cost‑efficient design solutions, schedule adherence, and sustainability integration.
• Review design submissions, contractor mobilization, and vendor deliverables for compliance with rail design standards.
• Monitor program lifecycle performance, budgets, resource utilization, and risk, providing regular progress reports to the CEO.
• Oversee value‑engineering reviews and multidisciplinary design approvals across architectural, structural, civil, MEP, accessibility, and signage disciplines.

Required profile

• Extensive experience in managing large‑scale rail or metro design programs.
• Strong understanding of Dubai’s urban development frameworks, transport masterplans, and the Rail Network Plan 2032.
• Proven ability to work with senior stakeholders, lead strategic committees, and drive cross‑functional collaboration.
• Demonstrated expertise in integrating sustainability, safety, and resilience goals into project delivery.
