Program Manager

About the role

We are seeking an experienced Program Manager to own end‑to‑end delivery of strategic government programmes for the Justice & Public Safety business line across the UAE and the wider Middle East. The role serves as the primary point of contact for customers, overseeing programme delivery, financial performance, contractual commitments and account development.

Key responsibilities

• Act as the customer’s main management contact, building trusted relationships, gathering feedback and driving satisfaction.
• Lead cross‑functional teams (engineering, supply chain, legal, finance, sales, partners) to deliver scope, schedule, cost and quality.
• Plan and govern execution using IDEMIA’s Programme Management System, including tollgates, KPI monitoring and reporting.
• Own programme financials – revenue and cost forecasting, margin tracking, invoicing accuracy and cash‑flow milestones.
• Identify, assess and mitigate programme risks and dependencies, escalating when needed.
• Ensure contractual compliance, manage amendments, claims and change control.
• Lead change‑request activities, shaping scope, preparing commercial offers and supporting pricing negotiations.
• Contribute to pre‑sales activities and programme transition, ensuring realistic and commercially sound commitments.

Required profile

• Bachelor’s or Master’s degree in Engineering, IT or related technical discipline.
• Minimum 8 years of programme or complex project management experience, preferably in technology, systems integration, biometrics, security or public safety.
• Proven experience managing complex programmes for government or public‑sector customers in the Middle East.
• Fluent in Arabic and English; French is a plus.
• Strong programme‑management fundamentals: risk management, governance, KPI dashboards and executive reporting.
• Willingness to be based in Abu Dhabi, work on‑site 2–3 days per week and travel 20–30 % across the region.
