Project Procurement Manager

About the role

The Project Procurement Manager will lead end‑to‑end procurement activities for construction and infrastructure projects, ensuring that works, goods and services are sourced competitively, compliantly and on schedule. This role works closely with project development, finance and contract teams to align procurement with project budgets and governance frameworks.

Key responsibilities

• Develop procurement plans that align with project programmes and issue RFIs, RFQs and RFPs.
• Evaluate bids, prepare detailed bid evaluation reports and negotiate commercial terms.
• Raise purchase orders and coordinate with contract managers through hand‑over.
• Ensure all procurement actions comply with the Delegation of Authority, internal policies and UAE regulations.
• Prepare stage‑gate submissions, obtain approvals and maintain audit‑ready procurement files.
• Provide regular procurement status reports to senior leadership and liaise with finance to align with CAPEX budgets.

Required profile

• Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, Procurement & Supply Chain or a related field (Master’s degree is an advantage).
• Professional membership or progress towards MCIPS (Chartered Institute of Procurement & Supply).
• MRICS or equivalent QS qualification is highly advantageous.
• Familiarity with FIDIC contract suites.
