Resident Engineer – Roads & Infrastructure Utilities

About the role

The Resident Engineer will be the on‑site authority responsible for supervising, coordinating and managing all road and infrastructure works, including both wet and dry utilities, for a major construction project in Dubai. Reporting to the project’s senior management, the Engineer ensures compliance with contract documents, specifications and local authority requirements while protecting the employer’s interests.

Key responsibilities

• Act as the primary on‑site representative and lead the site supervision team, including discipline engineers, inspectors and support staff.
• Implement the Project Execution Plan and oversee daily construction activities for roads, utilities and related civil works.
• Coordinate wet utilities, dry utilities, road structures and traffic diversions to maintain programme alignment.
• Monitor contractor resources, construction sequencing and methodology, identifying risks and applying mitigation measures.
• Administer the contract, review and respond to notices, claims, variations, extensions of time and payment applications.
• Issue site instructions, non‑conformance reports and other contractual correspondence.
• Supervise the construction of roadworks, stormwater drainage, sewerage, potable water, firefighting, irrigation, electrical lighting, ICT/telecom and gas systems.

Required profile

• Proven experience in civil or infrastructure engineering, preferably on large‑scale road and utility projects.
• Strong knowledge of contract administration and commercial management.
• Ability to lead multidisciplinary site teams and communicate effectively with contractors and authorities.
