Revenue & Expense Section Head (Grade 14)

About the role

A prestigious Dubai Government entity is hiring an experienced and strategic Revenue & Expense Section Head (Grade 14) to lead financial planning, revenue management, budgeting and expenditure control. Emirati nationals are preferred.

Key responsibilities

• Lead the Revenue & Expense Section and oversee budgeting, forecasting, financial planning and performance monitoring.
• Develop strategies to optimise revenue streams and improve expenditure efficiency.
• Monitor financial performance against approved budgets and KPIs, giving insights to senior management.
• Ensure compliance with government financial regulations, policies and governance frameworks.
• Prepare executive-level financial reports, variance analyses and performance dashboards.
• Drive financial planning cycles, annual budgeting and long-term forecasting.
• Work with internal stakeholders to find cost-saving opportunities and better use resources.
• Lead, mentor and develop a finance team.

Required profile

• Bachelor's degree in Finance, Accounting, Economics, Business Administration or a related field.
• 8-12 years of progressive experience in finance, budgeting, revenue management, FP&A or financial performance management.
• Minimum 3-5 years of leadership experience managing teams and financial operations.
• Strong knowledge of government budgeting frameworks, financial policies and performance management.
• Advanced analytical, reporting and stakeholder management skills.
• Certifications such as CPA, CMA, ACCA or CFA are highly desirable.
