Senior HSQE Manager – Dry Bulk Shipping

About the role

OBE SHIPS MANAGEMENT CO. LLC is seeking an experienced Senior HSQE Manager to lead safety, quality, environmental compliance and continuous improvement for its dry bulk fleet. This senior leadership position requires a maritime professional with strong dry‑bulk experience and the ability to turn inspection findings and incidents into measurable fleet‑wide improvements.

Key responsibilities

• Lead implementation, review and continuous improvement of the company’s Safety Management System (SMS) and DPA duties.
• Manage fleet inspections, internal audits, PSC preparedness, RightShip inspection preparation and corrective‑action programmes.
• Coordinate ISM certification with flag administrations and recognised organisations.
• Investigate incidents, near‑misses and recurring deficiencies, conduct root‑cause analysis and follow‑up on corrective actions.
• Monitor compliance with SOLAS, MARPOL, ISM, ISPS, STCW, MLC and dry‑bulk specific safety requirements.
• Strengthen risk assessments, permit‑to‑work systems and critical shipboard safety procedures.

Required profile

• Preferably a Master Mariner with command experience on dry‑bulk vessels, or equivalent qualifications with substantial HSQE/ship‑management experience.
• 10+ years of maritime experience, including at least 5 years in shore‑based DPA, HSQE or marine safety roles.
• Strong leadership, professional integrity and the confidence to raise safety concerns at senior management level.
• Excellent written and spoken English with strong reporting and communication skills.
• Willingness to be based in Dubai and travel internationally as required.
