Senior Manager - Programme Compliance

About the role

The Senior Manager - Programme Compliance is responsible for engineering and compliance governance of all capital-expenditure construction projects within the Ports Cluster. Reporting to the VP of Ports & Maritime Programme Development, the role ensures projects meet regulatory, safety, quality and contractual standards from concept through to final handover and close-out, while driving continuous improvement and risk mitigation. The postholder also leads a centre of technical excellence and advises the division and the Ports Cluster on ports and maritime programmes.

Key responsibilities

• Manage the production of ports and maritime technical reports and documents for internal and external stakeholders.
• Supervise and approve technical requirements for engineering studies, construction and performance specifications, design standards and procedures.
• Manage initial pre-conceptual engineering schemes for future ports and maritime projects.
• Evaluate key risks, resolve issues with relevant parties and develop mitigation plans.
• Supervise engineering teams, consultants and contractors, allocate work and plan future resource needs.
• Coordinate technical requirements with stakeholders, end users and authorities, and explain technical information to non-technical audiences.
• Maintain relationships with senior management, suppliers, consultants and contractors, and lead continuous improvement of departmental standards and procedures.
• Identify emerging digital trends and supervise the implementation of new technologies.

Required profile

• Bachelor's degree in Engineering, Construction Management, Project Management or a related field; a Master's degree is a plus.
• Minimum of 15 years of experience in a similar role, with proven engineering and construction project experience.
• Experience in an engineering senior managerial position and in a multi-disciplinary engineering environment.
• Extensive experience in ports and maritime development, preferably in both construction and consultancy organisations.
• Excellent English; Arabic is an added advantage.
