Senior QA/QC Engineer

About the role

Penspen is seeking an experienced Senior QA/QC Engineer to lead quality assurance and control activities across engineering, procurement, construction, commissioning and start‑up phases for projects in Abu Dhabi. The role focuses on ensuring compliance with client specifications, international codes and regulatory requirements while supporting the Project Management Consultancy (PMC) function.

Key responsibilities

• Develop, implement and maintain the Project Quality Management System (QMS) in line with ISO 9001, client specifications and project requirements.
• Review and monitor EPC contractor Quality Plans, Inspection and Test Plans (ITPs), Method Statements and QA/QC procedures.
• Conduct audits, inspections, surveillance and assessments throughout engineering, procurement, construction and commissioning.
• Manage Non‑Conformance Reports (NCRs), corrective and preventive actions (CAPA) and quality deviations.
• Coordinate vendor inspections, Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT) and material inspections.
• Monitor contractor and vendor quality performance and drive continuous improvement.
• Participate in design, constructability and commissioning readiness reviews and prepare quality reports, KPIs and management dashboards.

Required profile

• Bachelor’s degree in Engineering.
• Minimum 15 years of oil & gas experience, including at least 5 years on PMC projects.
• Proven experience managing multi‑discipline EPC projects from FEED through detailed design and execution.
• Strong knowledge of international codes and standards (API, ASME, ASTM, AWS, ISO, IEC).
• Experience with greenfield and brownfield terminal and facilities upgrade projects, preferably in the GCC/Middle East.
