Senior Technical Engineer

About the role

CSCEC Middle East is seeking a Senior Technical Engineer to lead the preparation of technical proposals for infrastructure tenders and to manage Temporary Traffic Diversion (TTD) planning in Dubai. The role involves close collaboration with design, planning and construction teams to ensure all tender documentation meets local authority requirements.

Key responsibilities

• Prepare and review technical submissions for infrastructure projects such as roads, utilities and bridges.
• Develop detailed TTD plans in accordance with RTA and Dubai Municipality guidelines.
• Coordinate with authorities to obtain approvals and NOCs.
• Maintain accurate and complete technical documentation throughout pre‑contract and post‑contract phases.
• Provide technical support to project teams and ensure timely delivery of tender packages.

Required profile

• Bachelor’s degree in Civil Engineering or a related field.
• Minimum 5 years of experience in infrastructure tendering, with at least 3 years in Dubai.
• Strong knowledge of Dubai TTD procedures, RTA regulations and authority approval processes.
• Excellent written and verbal communication skills in English.
• Ability to work under pressure and meet tight deadlines.
