Talent Acquisition Manager – Dubai

About the role

We are seeking a Talent Acquisition Manager to build and lead the in‑house recruitment function for a fast‑growing water infrastructure platform operating across the GCC. Based in Dubai, you will own end‑to‑end hiring, from workforce planning to onboarding, supporting project mobilisation.

Key responsibilities

• Design and implement the talent acquisition function from scratch.
• Manage full‑cycle recruitment for technical and leadership roles.
• Build pipelines for hard‑to‑fill positions in infrastructure, EPC and construction.
• Lead direct sourcing using Boolean search, LinkedIn Recruiter and ATS.
• Coordinate with external search and agency partners.
• Partner with business leaders to align hiring with project timelines.
• Oversee offer management and onboarding processes.

Required profile

• Minimum 5 years of talent acquisition experience, including managerial or team‑lead responsibilities.
• Proven experience recruiting in the UAE, especially within infrastructure, EPC and construction sectors.
• Demonstrated ability to handle high‑volume and project‑mobilisation hiring.
• Degree in HR, Business or related field; CIPD or SHRM certification is a plus.
