About the role
The Investment and Development Office of Ras Al Khaimah is looking for an experienced Talent Manager to drive its talent agenda across Talent Management, Performance Management and Organisational Effectiveness. You will work closely with senior leaders and HR heads across state‑owned entities to provide data‑driven insights, support succession planning and ensure learning initiatives meet capability gaps.
Key responsibilities
- Support execution of IDO’s talent strategy and adoption of talent and performance frameworks.
- Coordinate performance management processes, including KPI setting, reviews, calibrations, promotions and improvement plans.
- Prepare dashboards and analytical insights for leadership decisions on succession, capability and workforce readiness.
- Lead the annual succession planning cycle and maintain the high‑potential talent pool.
- Implement and integrate IDO’s Talent Management, CEO Competency and Behavioural Competency frameworks.
- Identify learning needs, partner with SOE HR heads and external consultants to deliver targeted development interventions.
- Support HR maturity assessments and drive continuous improvement initiatives.
- Oversee adoption and effective use of JAIS HCM for talent, performance and succession processes.
Required profile
- Bachelor’s degree in Human Resources, Business Administration or related field.
- Professional HR qualification (CIPD, SHRM or CHRP) preferred.
- Minimum seven years of progressive experience in talent and performance programmes within multi‑entity organisations.
- Strong expertise in Talent Management, Performance Management and Organisational Effectiveness.
- Proven experience in succession planning, leadership development and organisational transformation.
- Ability to translate human capital priorities into business‑aligned outcomes.
- Excellent analytical, stakeholder‑management and project‑management capabilities.
- Capacity to manage multiple priorities while maintaining quality and timeliness.
