Commissioning Engineer – Power Generation (Dubai)

About the role

SEGULA Technologies is seeking an experienced Commissioning Engineer to join the Owner’s Engineer team for a confidential power generation IPP project in Dubai. The role involves overseeing pre‑commissioning, commissioning, start‑up, testing and COD readiness for a large‑scale plant.

Key responsibilities

• Review commissioning plans, procedures, test packs and handover documentation.
• Supervise and witness pre‑commissioning, energisation, start‑up, reliability, performance and capacity tests.
• Verify test arrangements, instrumentation suitability and commissioning readiness.
• Coordinate with mechanical, electrical, I&C, civil, HSE, planning and EPC teams.
• Monitor punch‑list completion, system turnover and handover status.
• Analyse test results and provide recommendations on plant reliability, performance and COD.
• Prepare commissioning reports, O&M documentation and final close‑out records.

Required profile

• Bachelor’s degree in Mechanical, Electrical, I&C, Process Engineering or a related discipline.
• Minimum 10 years of commissioning experience in power generation, utilities, waste‑to‑energy, biogas, landfill gas, thermal or industrial projects.
• Strong knowledge of EPC and Owner’s Engineer processes.
• Excellent coordination, reporting and technical review abilities.
