Head of Government and External Affairs – UAE & Oman

About the role

In this position you will act as the senior representative of 44.01 in the United Arab Emirates and Oman, building high‑trust relationships with ministries, regulators, partners and community stakeholders. The role focuses on external representation, regulatory navigation and permitting support, without P&L or operational responsibilities.

Key responsibilities

• Serve as the primary local representative for 44.01, engaging with government ministries, regulators, project partners and community groups.
• Travel regularly between the UAE and Oman to maintain a physical presence and attend high‑stakes meetings, site visits and external events.
• Monitor and analyse the regulatory and political landscape, surfacing risks and opportunities to the leadership team.
• Coordinate follow‑up actions from external meetings and ensure consistent messaging across the organisation.
• Partner with Project Delivery to facilitate permitting, highlighting risks and removing external blockers.
• Provide timely updates and stakeholder signals to the Executive Team and commercial partners.
• Support the Commercial team in business development and project discussions in both markets.

Required profile

• Fluent in Arabic and English.
• Proven experience in government relations, public affairs or external stakeholder engagement within the UAE and/or Oman.
• Willingness to travel frequently between the two countries.
• Based in Dubai (candidates based in Muscat may be considered).
