HSE Engineer – Power Generation (Dubai)

About the role

We are seeking an experienced HSE Engineer to lead Health, Safety and Environment supervision for a confidential power generation IPP project in Dubai. You will ensure the EPC contractor implements approved HSE plans, risk controls, permit‑to‑work systems, emergency response arrangements and complies with UAE/GCC regulations throughout construction, commissioning and testing phases.

Key responsibilities

• Review EPC contractor HSE plans, risk assessments, method statements, emergency procedures and permit‑to‑work arrangements.
• Lead HSE inspections, audits, observations and compliance monitoring across the site.
• Monitor high‑risk activities such as lifting, excavation, electrical work, confined spaces, hot work, work at height, energisation and commissioning.
• Analyse incident reports, conduct root‑cause investigations and verify corrective actions.
• Prepare HSE reports, statistics and recommendations for the Site Manager and client.
• Coordinate with site inspectors, EPC HSE team, subcontractors and client representatives.
• Promote a proactive safety culture and ensure timely closure of non‑compliances.
• Support emergency drills, toolbox talks, training sessions and site HSE campaigns.

Required profile

• Bachelor’s degree in Engineering, HSE or a related discipline.
• 8–10 years of HSE experience on construction, industrial, power, utility or EPC projects.
• NEBOSH IGC mandatory; NEBOSH Diploma, IOSH or equivalent a plus.
• Strong knowledge of UAE/GCC HSE regulations, permit‑to‑work systems and incident investigation.
• Experience in power generation, utilities or energy infrastructure projects is preferred.
