Investment and Partnership Expert (Emirati)

About the role

The Dubai government seeks an Emirati Investment and Partnership Expert to provide technical advisory on partnership project policies, structure projects, and develop a high‑efficiency partnership system. The role involves preparing investment proposals, evaluating tenders, and managing contracts to ensure sound financing and risk mitigation.

Key responsibilities

• Provide technical advisory on partnership project policies, applications, and financial risk management.
• Structure projects and transfer risk to the private sector based on feasibility studies.
• Develop and maintain a network of strategic partnerships with public and private stakeholders.
• Prepare studies to establish an efficient partnership system aligned with departmental requirements.
• Evaluate tenders, negotiate with offer holders, award contracts, and oversee contract execution.
• Define partner selection criteria, work methodology, and unified processes for competitive bidding and contract management.
• Draft partnership contracts, negotiate terms, and assess associated risks.
• Prepare initial investment proposals for partnership‑eligible projects.

Required profile

• Emirati nationality.
• Minimum 15 years (180 months) of experience in investment, partnership, or related project advisory roles.
• Proven experience working with government entities or large‑scale public‑private partnership projects.
