Legal Chief Officer – HR & Labour Law Compliance

About the role

We are seeking a Legal Chief Officer to lead legal and HR awareness initiatives for a government‑linked client in Dubai. The role involves ensuring that all HR policies, contracts and operational procedures comply with UAE legislation and delivering targeted training to staff and drivers.

Key responsibilities

• Review and assess department policies, contracts, guidelines and processes against UAE laws, MOHRE, GDRFA, RTA and Labour Law.
• Provide legal reviews and recommendations to improve HR processes and operational procedures.
• Conduct legal risk assessments for employee contracts, driver agreements and other HR matters.
• Evaluate salary changes, compensation structures, benefits and end‑of‑service schemes from a compliance perspective.
• Develop legal frameworks for bus driver outsourcing contracts and support contract management.
• Identify compliance gaps with outsourcing partners and propose corrective actions.
• Advise HR on legal matters with supporting references and documentation.
• Coordinate with HR and Legal teams to implement policies and ensure compliance.
• Create awareness materials and deliver training on UAE labour law, HR policies and employee responsibilities.
• Support audits, compliance reviews and continuous improvement initiatives.

Required profile

• Bachelor’s degree in Business Administration, Law, Human Resources or a related field.
• Minimum 3 years of experience in legal compliance, HR advisory or employee relations.
• Strong knowledge of UAE Labour Law, MOHRE regulations and HR compliance practices.
• Proven ability to analyse legal risks and propose practical solutions.
• Excellent communication and stakeholder‑management skills, especially with senior management and government entities.
• Ability to manage multiple priorities in a dynamic environment.
