Project MOC Engineer – Management of Change

About the role

Penspen is seeking a Project MOC Engineer to join a PMC project in Abu Dhabi. The role focuses on managing, controlling, and documenting changes across engineering, procurement, and construction (EPC) activities within large‑scale oil and gas processing projects.

Key responsibilities

• Manage and document all Management of Change (MOC) actions for EPC projects.
• Control change processes to ensure compliance with client and regulatory requirements.
• Liaise between engineering disciplines, contractors, and clients such as ADNOC to obtain necessary approvals.
• Review technical submittals and coordinate contractor claims.
• Conduct site inspections to verify implementation of approved changes.

Required profile

• Engineering degree in Civil, Mechanical or Electrical engineering from a recognized university.
• Minimum 10 + years of experience in oil & gas construction, with at least 10 years on MEGA oil and gas processing projects.
• 3‑5 years of dedicated experience in MOC for EPCM projects.
• Proven ability to work with ADNOC or similar client environments (preferred).
