Resident Engineer (Infrastructure)

About the role

Parsons is seeking an experienced Resident Engineer to lead the construction supervision of roads and infrastructure projects in Dubai. You will act as the primary liaison between the client, contractors, and government authorities, ensuring that project delivery meets schedule, budget, and quality expectations.

Key responsibilities

• Manage engineering scope, schedules, change management and close‑out for assigned project elements.
• Identify, document and coordinate scope changes with all stakeholders.
• Obtain approvals and hand‑over documentation from relevant authorities and agencies.
• Interface with contractors and sub‑contractors to ensure contract compliance and deliverables.
• Review work for adherence to codes, standards and quality requirements.
• Approve change orders and communicate impacts to project management.
• Maintain client expectations through regular progress updates.
• Ensure Parsons’ rights and obligations are fully satisfied.

Required profile

• Bachelor’s degree in Civil Engineering from a recognized university.
• Minimum 15 years of experience in construction supervision of infrastructure (roads, utilities, pumping stations) and community development projects, preferably in Dubai.
• Recent, substantial experience on community development projects in the UAE.
• Strong knowledge of NOC procedures, commissioning and Dubai government authority specifications.
• Excellent written and spoken communication skills.
• Solid technical knowledge of relevant standards and codes.
• Proficient computer and software skills related to civil engineering.
