Senior Chief Engineer

About the role

We are seeking a Senior Chief Engineer to lead the development and implementation of freight and logistics strategies for the Roads and Transport Authority (RTA). The role combines strategic planning, engineering studies, and multi‑agency coordination to optimise truck routes, improve safety and support emerging technologies such as autonomous freight.

Key responsibilities

• Develop executive truck route plans using freight models and AI‑driven demand forecasts, balancing efficiency, capacity and safety.
• Recommend and benchmark regulations on curfews, axle loads, truck‑free zones and dedicated freight corridors against best practices from Norway, Singapore and London.
• Lead multi‑agency committees to align freight strategies, public‑private partnership opportunities and future technologies (autonomous freight, digital signage).
• Advise on legislation, licensing standards and RTA technical manuals to integrate smart mobility and predictive safety principles.
• Coordinate with ports, airports and Etihad Rail to build and maintain a freight traffic data platform, analyse trends and deliver evidence‑based solutions.
• Conduct engineering studies for truck rest areas, weight stations, dedicated lanes and logistics hubs; secure approvals and supervise implementation.
• Review Level 2 traffic impact studies, permits and road designs to ensure compliance with RTA specifications.
• Investigate complaints, accident data and congestion hotspots, providing rapid engineering remedies and stakeholder briefings.
• Draft terms of reference, evaluate bids and manage contracts for freight infrastructure and smart‑system projects.
• Represent RTA at local and international forums, presenting technical papers on predictive freight analytics and autonomous monitoring.
• Design and update GIS heat maps, freight dashboards and machine‑learning models to predict demand, optimise routing and trigger real‑time alerts.
• Monitor global innovations (smart truck tracking, electric freight corridors) and pilot suitable technologies within Dubai.

Required profile

• Bachelor’s degree in Civil Engineering, Transportation Planning or Logistics Management (Master’s or Ph.D. preferred).
• 7 years experience with a Ph.D., 9 years with a Master’s, or 11 years with a Bachelor’s in a related field.
• Professional certifications such as PMP, CSCP and ArcGIS certification.
• Proven experience in freight strategy, transportation engineering, and multi‑agency coordination.
• Strong knowledge of regulatory frameworks, PPP models and emerging freight technologies.
