Senior Chief Engineer – Roads & Facilities Maintenance

About the role

The Senior Chief Engineer will lead strategic and operational road asset maintenance for the Roads and Transport Authority, shaping policies, programmes and budgets to maximise lifecycle value, safety and customer satisfaction.

Key responsibilities

• Formulate policies, standards and multi‑year maintenance programmes aligned with asset‑management and sustainability goals.
• Approve contracts, tenders and design reviews, ensuring compliance with technical, legal and statutory requirements.
• Monitor road conditions, prioritise work and allocate resources to contractors and in‑house teams to ensure timely, high‑quality project delivery.
• Manage the departmental budget, analyse cost reports and implement corrective measures to drive financial efficiency.
• Oversee execution of projects and preventive programmes, reporting progress, KPIs and risks to senior management.
• Analyse KPIs and innovation metrics, recommending AI‑enabled, data‑driven improvements to reduce lifecycle costs.
• Develop technical reports, studies and value‑engineering proposals to support strategic decisions.
• Lead internal training and knowledge‑sharing initiatives to raise competency across the department.
• Conduct site inspections across Dubai’s road network and facilities, including emergency or after‑hours visits.

Required profile

• Bachelor’s or Master’s degree in Civil or Materials Engineering.
• Minimum 5 years of relevant experience (7 years with Master’s, 10 years with Bachelor’s, or 5 years with Ph.D.).
• UAE national citizenship (only UAE nationals considered).
