Team Lead – Compliance Monitoring, Assurance & Testing (CMAT)

About the role

The Team Lead for the Compliance Monitoring, Assurance & Testing (CMAT) team designs and runs Binance ADGM's independent, risk‑based compliance monitoring programme, ensuring AML/CFT, market conduct, client‑asset and prudential controls meet FSRA requirements.

Key responsibilities

• Own and maintain a risk‑based annual Compliance Monitoring & Assurance Plan (CMAP) and refresh it based on risk assessments, FSRA thematic reviews and regulatory changes.
• Design and execute control testing across AML/CFT, sanctions, market abuse, client‑asset safeguarding, complaint handling, outsourcing and technology/cyber governance.
• Produce board‑ready assurance reports with quantified findings, severity ratings and remediation plans, and present results to Risk, Compliance and Board committees.
• Lead, mentor and develop a high‑performing assurance team, setting testing standards, quality reviews and resource allocation.
• Maintain evidence trails and ensure alignment with FSRA rulebooks, supporting the Compliance Officer and MLRO in regulatory supervision.

Required profile

• 7–10+ years of experience in compliance, assurance, internal audit or regulatory supervision within financial services, preferably in crypto/VASP environments.
• At least 3 years of experience leading teams or workstreams in a second‑line or audit function.
• Strong working knowledge of ADGM FSRA rulebooks and the UAE AML/CFT regulatory landscape (or comparable MAS, HKMA, FCA, DFSA experience).
• Proven track record designing and executing risk‑based compliance monitoring and testing programmes.
• Excellent written and verbal English with strong report‑writing and stakeholder‑presentation skills.
