Bid Manager – Water & Wastewater Treatment (EPC)

About the role

As a Bid Manager you will lead the preparation, coordination and submission of competitive EPC proposals for water and wastewater infrastructure projects across the Middle East. You will integrate multidisciplinary engineering, commercial and operational inputs to deliver technically robust and commercially sound proposals aligned with BESIX’s strategic objectives.

Key responsibilities

• Lead the end‑to‑end bid management process for water and wastewater treatment EPC opportunities.
• Develop bid strategies, submission plans, schedules and internal coordination frameworks.
• Coordinate multidisciplinary teams across engineering, estimation, procurement, operations, HSE, quality, legal and finance.
• Manage technical integration of civil, structural, mechanical, electrical, instrumentation and process engineering disciplines.
• Act as primary interface with technology providers, consultants and specialist subcontractors.
• Review tender documentation, identify project risks and coordinate mitigation measures.
• Support cost estimation, value engineering and proposal optimisation initiatives.
• Lead preparation of technical submissions, commercial proposals, compliance matrices, schedules and tender presentations.
• Ensure compliance with client requirements, regulations and BESIX standards.
• Participate in client meetings, technical clarification workshops, negotiations and post‑tender activities.
• Manage internal approval processes and ensure timely submission of tender packages.
• Support handover of awarded projects to execution teams.

Required profile

• Bachelor’s or Master’s degree in Civil, Mechanical, Environmental or Chemical Engineering or a related discipline.
• Minimum 10 years of experience in bid management, tendering, proposal management or project engineering within the water and wastewater sector.
• Proven experience in EPC, Design‑Build or turnkey infrastructure projects.
• Strong understanding of water and wastewater treatment processes and associated civil, structural, mechanical, electrical and process systems.
• Experience coordinating multidisciplinary engineering teams and external technology partners.
• Strong knowledge of EPC contracting, commercial evaluation, risk management and tendering processes.
• Excellent communication, stakeholder management, technical writing and presentation skills.
• Ability to manage multiple opportunities simultaneously in a fast‑paced environment.
• Experience in the GCC or Middle East market is highly desirable.
