Chief Engineer - Inspection and Monitoring

About the role

The Chief Engineer – Inspection and Monitoring leads the development and execution of policies and field‑inspection programmes that safeguard right‑of‑way (ROW) assets across Dubai. Reporting to the Section Manager, you will coordinate with RTA units, external authorities and contractors to ensure compliance with regulatory frameworks and operational standards.

Key responsibilities

• Develop and evaluate ROW occupation, encroachment and inspection policies, aligning with legal requirements and operational needs.
• Lead AI‑powered violation detection and advanced monitoring technology adoption to improve field‑inspection practices.
• Draft MOUs and agreements with government and semi‑governmental entities for cross‑agency policy development.
• Plan, execute and monitor inspection campaigns for excavation, encroachments and utility works, allocating areas and adjusting staff rosters for continuous coverage.
• Supervise issuance of final clearance certificates for infrastructure projects (e.g., DS, IRR, 132KV, ITS).
• Review inspection reports, issue warnings, and escalate major breaches to management.
• Coordinate 24/7 emergency inspection responses and ensure timely communication with affected parties.
• Analyze team performance using KPIs, implement corrective action plans, and maintain compliance with the Disciplinary Inspection Policy.
• Prepare and update campaign documentation, inspection statistics and technical reports for internal review.

Required profile

• Minimum 5 years (60 months) of experience in civil engineering inspection, monitoring or related fields.
• Strong knowledge of regulatory frameworks governing ROW and infrastructure projects.
• Proven ability to coordinate with multiple government agencies, contractors and internal departments.
• Experience in managing field‑inspection teams and emergency response operations.
