Chief Specialist – Project Portfolio Management

About the role

The Chief Specialist will lead Authority‑level Project Portfolio Management (PPM) for the Roads and Transport Authority (RTA). You will design and operate portfolio systems, prioritize budgets and benefits, and advance Enterprise Project Management (EPM) practices across the organisation.

Key responsibilities

• Develop and maintain the PPM system, define portfolio priorities and benefits, and coordinate implementation.
• Prioritise and evaluate project budgets, update the approved project list, and produce Authority‑wide reports.
• Manage the EPM system, ensuring alignment with best practices and reviewing project information.
• Lead the portfolio management team, delivering governance, improvements and implementation outcomes.
• Prepare and submit RTA’s international project‑management contributions.
• Define measurement areas, set KPI targets and link them to the strategic plan.
• Compile quarterly project‑performance reports and annual budget reports for relevant authorities.
• Review consultant appointment applications and provide recommendations.
• Participate in program and project‑management maturity assessments.

Required profile

• Minimum 108 months (9 years) of experience in project portfolio or enterprise project management.
• Proven ability to develop and operate PPM and EPM systems.
• Experience in budgeting, KPI definition, and benefits measurement.
• Strong leadership skills to manage a portfolio management team.
