Chief Specialist – Public Private Partnership

About the role

The Chief Specialist – Public Private Partnership will lead all PPP activities, from market assessment and bidding to contract management and financial structuring, ensuring projects align with RTA’s investment strategy and financial sustainability goals.

Key responsibilities

• Conduct detailed commercial and investment studies for PPP opportunities and prepare market and feasibility reports.
• Analyse financing alternatives, recommend optimal structures, and develop program plans in coordination with relevant departments.
• Manage the bidding process, evaluate technical and financial offers, negotiate with investors, and oversee contract finalisation.
• Monitor contract performance, track KPIs, identify risks, and propose corrective actions.
• Draft and review RFPs, partnership contracts, and annexes to ensure compliance with PPP standards and Dubai regulations.
• Prepare financial evaluations, presentations, and analytical summaries for senior management and boards.
• Identify gaps in existing PPP frameworks and propose improvements to enhance efficiency and investor attractiveness.
• Provide technical guidance and mentoring on PPP financial modelling, contract structuring, and project management.

Required profile

• Proven experience in public‑private partnership project management and financial structuring.
• Strong analytical ability to conduct market, feasibility, and financial studies.
• Excellent negotiation skills with private investors and coordination with procurement and legal teams.
• Capability to monitor contract performance, manage risks, and drive corrective actions.
