Chief Specialist – Transportation Policies

About the role

The Chief Specialist – Transportation Policies will lead transport‑demand modelling, database management and technical studies to support a balanced, sustainable transport system in Dubai. The role provides critical inputs for tariff, exemption and policy reviews in line with approved RTA transportation policies.

Key responsibilities

• Support implementation of the system for regulating and managing transport demand across the Emirate.
• Develop, update and operate databases and analytical tools that reflect current networks, demand patterns and policy assumptions.
• Conduct strategic and detailed technical studies to evaluate the effectiveness of transport‑demand policies and improve road and transport efficiency.
• Provide technical inputs for mass‑transport, taxi, limousine, smart‑rental and flexible‑mobility tariff governance.
• Monitor policy impacts, document strategic priorities and track implementation status across departments.
• Standardise study templates, evaluation methodologies and propose corrective actions for recurring policy issues.

Required profile

• Bachelor’s or Master’s degree in Transport/Traffic/Civil Engineering, Urban/Transport Planning, or Applied Statistics.
• Minimum 9 years of experience with a Master’s degree (or 11 years with a Bachelor’s degree) in a related field.
• Proven expertise in transportation policies, economics, planning and travel‑demand management.
