Estimation Manager / Director – EPC Civil Infrastructure (UAE)

About the role

PROCER is recruiting on behalf of a leading EPC contractor to head estimation activities for large‑scale civil and infrastructure projects in the United Arab Emirates. Based at the company’s headquarters in Abu Dhabi, the role oversees pre‑contract commercial management and tendering for projects valued at up to AED 1 billion.

Key responsibilities

• Lead multi‑disciplinary estimation teams delivering cost plans, bid strategies and risk assessments for rail, bridges, tunnels, high‑rise, industrial and other infrastructure projects.
• Define and execute pre‑contract commercial management and tendering strategies for projects exceeding AED 500 million.
• Maintain deep knowledge of UAE and GCC construction markets, procurement methods, subcontractor pricing and supplier networks.
• Develop and review cost estimates, financial analyses, cash‑flow forecasts and feasibility studies.
• Ensure compliance with FIDIC and local UAE contract forms throughout the tender process.

Required profile

• 18–20 years of experience in civil infrastructure construction, with a focus on cost estimation, tendering and commercial management.
• At least 8 years in a senior estimating leadership position within EPC projects.
• Proven track record on large‑scale projects in the UAE or GCC region.
• Strong understanding of local construction regulations, market dynamics and contract administration.
