Executive Director – PMCM Services

About the role

KEO Group is seeking an Executive Director to lead its Project Management and Construction Management (PMCM) and Construction Supervision (CS) business unit in the United Arab Emirates. The role carries full P&L responsibility, strategic governance, and executive ownership of a multi‑billion‑dirham infrastructure portfolio.

Key responsibilities

• Drive revenue growth, client development and operational performance across the UAE PMCM/CS portfolio.
• Maintain financial health of the portfolio, overseeing fee structures, resource allocation, margins and cost‑containment.
• Provide board‑level reporting, financial forecasting, risk analysis and strategic growth updates.
• Lead business development, high‑value client engagement, capital project procurement and bid validation.
• Ensure compliance with QA/QC, HSE policies and Project Management Plans.
• Oversee technical and contractual direction for large‑scale rail, infrastructure and urban programmes.
• Mentor and build a high‑performance executive team, driving talent acquisition and cross‑functional alignment.

Required profile

• 20+ years of experience in project and construction management, leading large, complex programmes.
• Bachelor’s degree in Civil Engineering or related field (Master’s preferred).
• Professional membership in an engineering or construction management body is desirable.
• Proven track record of P&L accountability and senior‑level stakeholder management.

Required skills

• Project Management Professional (PMP) certification (preferred).
• Deep knowledge of construction management, project controls and risk management.
• Strong financial acumen for budgeting, forecasting and cost control.
• Experience with large‑scale rail and infrastructure projects.
