Head of Product - Open Finance

About the role

Al Etihad Payments, the UAE's designated retail payments entity and a subsidiary of the Central Bank of the UAE, is looking for a Head of Product to lead the product strategy, design and market adoption of open data and payment propositions across Open Banking, Open Insurance, Open FX, Open e-Wallets and Open Wealth. The role turns ecosystem needs into trusted services delivered through the national API Hub, working closely with Ozone and Nebras technology and with regulators and industry stakeholders.

Key responsibilities

• Set a coherent product vision and prioritised roadmap across the five domains, balancing regulatory objectives, participant readiness, customer value and delivery capacity.
• Validate use cases with banks, insurers, FX providers, e-wallet providers, wealth firms, third-party providers and end users, and define outcomes and journeys.
• Design product features for data access, payments and consent, including eligibility, user journeys, service levels and adoption paths.
• Manage versioning of the Standard and its articulation to the ecosystem, and own requirements, functional specifications, business rules, data needs, schemas and acceptance criteria.
• Work with Ozone to turn requirements into implementable standards and Hub capabilities, and support the move to machine-readable Standards and agentic build/service desk requirements.
• Partner with the CIPO, CTO and engineering teams on feasibility, sequencing, testing and release readiness, without owning technical architecture, API security design, coding or Hub operations.
• Coordinate consultation and change control with regulators and market participants, and document decisions and impacts.
• Build go-to-market plans, lead product marketing content, run events and campaigns, and work with participants to remove adoption barriers and grow live usage.
• Track adoption, transactions and user experience, and present proposals, risks and trade-offs to the executive team, Board and committees.
• Manage and develop one technical product support colleague.

Required profile

• Bachelor's or master's degree in a related field.
• Senior product leadership or technical product experience in open banking, payments, financial services infrastructure, insurance or wealth technology, or a closely related regulated ecosystem.
• Experience taking B2B(2C) or ecosystem products to market, building partnerships and measuring outcomes.
• Credibility with financial institutions, technology partners and regulators.
• Experience in more than one of the five product domains or in a multi-sector national infrastructure programme is particularly valuable.

Required skills

• Working fluency in APIs, data models, schemas, consent and developer journeys.
• Ability to turn complex market and regulatory needs into propositions, requirements and delivery priorities.
• Strong written communication, stakeholder management and people leadership.
