HR Business Partner – UAE Semi‑Government Organization

About the role

The organization is seeking an experienced Human Resources Business Partner to provide strategic and operational HR support to its business units in the UAE. You will act as the primary HR liaison, ensuring alignment of HR initiatives with business objectives while complying with UAE Labour Law.

Key responsibilities

• Develop and execute HR strategies, policies, SOPs, SLAs and governance frameworks aligned with business goals.
• Partner with business leaders on workforce planning, organizational changes, promotions, transfers and restructures.
• Manage outsourced workforce activities including recruitment, onboarding, contract renewals, attendance tracking and invoicing, while monitoring vendor performance against SLAs.
• Handle employee relations matters, grievance procedures, disciplinary actions and investigations in compliance with company policy and UAE Labour Law.
• Maintain accurate HRIS data, track headcount movements and support budgeting and reporting for workforce planning.
• Drive Emiratization initiatives, prepare related reports and support retention of national talent.

Required profile

• Minimum 5 years of HR business partnering experience, preferably in a semi‑government or large corporate environment.
• Strong knowledge of UAE Labour Law and experience managing outsourced workforce arrangements.
• Fluent in both Arabic and English, with excellent communication and stakeholder management skills.
• Proven ability to implement HR policies, drive continuous improvement and maintain confidentiality.

Required skills

• Proficiency with HR Information Systems (HRIS).
