HSE Engineer - Construction

About the role

An experienced HSE Engineer is sought to manage health, safety and environmental compliance on construction projects in Abu Dhabi. The role ensures adherence to company HSE policies, UAE labour law and Abu Dhabi authority regulations, promoting a safe work environment and minimising on-site risks. The position is full-time.

Key responsibilities

• Develop, implement and maintain HSE plans and procedures, and ensure compliance with UAE Labour Law, Abu Dhabi Municipality, ADNOC and other authorities
• Carry out site inspections, safety audits and risk assessments, and promote safe work practices and behavioural safety programmes
• Perform Job Safety Analysis, hazard identification and risk assessments; investigate incidents, near-misses and accidents and prepare incident reports and corrective action plans
• Maintain HSE records, reports and KPIs, and keep documentation, permits, checklists and inspection reports up to date
• Ensure compliance with ISO 45001, ISO 14001 and local HSE regulations, and prepare HSE reports, dashboards and management updates
• Conduct toolbox talks, inductions and refresher training, run safety awareness campaigns, and ensure subcontractors and vendors meet HSE requirements
• Coordinate HSE matters with project management, QA/QC and site teams, liaise with regulators, insurance inspectors and auditors, and guide work during inspections

Required profile

• Bachelor's degree in occupational health and safety, environmental engineering, civil/construction engineering or a related discipline
• 10 years of HSE experience in construction, with at least 5-6 years in UAE/Abu Dhabi projects
• Experience in high-rise, commercial, residential, infrastructure or mixed-use projects
• Preferred: NEBOSH IGC or Diploma, OSHA 30, first aid, fire safety and environmental management certifications
• Preferred: experience with main contractors, PMCs or consultancies in Abu Dhabi, hands-on site inspection and approval experience, and ability to train and lead HSE teams

Required skills

• Knowledge of UAE labour laws, Abu Dhabi HSE regulations and Estidama/LEED requirements
• Proficiency in MS Office, HSE software and reporting tools
• Risk assessment, audit and inspection skills
• Strong analytical, communication and leadership skills
