HSE Officer / Engineer

About the role

Parsons is looking for an HSE Engineer to join its growing team in Abu Dhabi. The role combines safety expertise with knowledge of safety policies and procedures, advising senior site representatives and supporting the management of ESHARP and Parsons SH&E processes.

Key responsibilities

• Advise and assist the senior construction site representative in establishing and managing ESHARP and Parsons SH&E processes, identifying and controlling hazards to persons and property.
• Develop site-specific work plans, SH&E compliance programs, training programs and orientation plans in line with regulations, the ESHARP system and client requirements.
• Collaborate with SH&E and project managers to evaluate contractors' SH&E performance, planning and culture.
• Audit projects and worksites against corporate and client standards, correct hazards and submit written audit reports.
• Implement injury and incident reporting and management, and conduct incident investigations and root cause analyses.
• Analyse trends in audit, inspection and incident data and submit regular reports.
• Supervise the emergency response team and first aid personnel, and represent the program SH&E manager on site.
• Review risk assessments, oversee new-hire safety orientation and other safety training, and support safety planning.
• Prepare audit, inspection and OSH statistics reports, and represent management during regulatory and insurance inspections.

Required profile

• Bachelor's degree or diploma in engineering, HSE or a related discipline, attested by UAE authorities.
• OSH International Diploma Level 6 (preferably NEBOSH) or equivalent, or NVQ Level 4/5.
• Minimum 5 years of relevant experience in the UAE, including 3 years in a similar role; UAE experience is mandatory.
• Demonstrated experience in an HSE role with a client or consultant.
• Preferred: equivalence certificate from UAE higher education authorities and a Level 7 OSH diploma.

Required skills

• ISO 45001 Lead Auditor certification from a CQI-IRCA approved institute.
• ADOSH Practitioner Course certificate.
• ADPHC Practitioner registration as Senior or General Practitioner.
