Human Resource Manager – Construction

About the role

We are seeking an experienced Human Resource Manager to lead day‑to‑day HR operations for our large, site‑based construction workforce in Dubai. This hands‑on role covers the full employee lifecycle, compliance with UAE and Dubai labour regulations, and the creation of company‑specific HR policies.

Key responsibilities

• Manage end‑to‑end HR operations across head office, project sites and labour camps.
• Lead onboarding and off‑boarding processes, including visas, labour cards, medicals, Emirates ID and clearances.
• Oversee payroll inputs, salary processing in line with WPS requirements, and calculate end‑of‑service gratuity and final settlements.
• Stay current with UAE Labour Law and Dubai‑specific regulations, updating HR practices as needed.
• Draft and maintain a company‑specific HR policy handbook and roll it out across the workforce.
• Handle employee relations, grievances, disciplinary matters and labour‑related queries for a multicultural blue‑collar workforce.
• Conduct regular site and labour‑camp visits to engage with employees, address concerns and ensure welfare and compliance standards.
• Maintain accurate HR records, leave and attendance tracking, and provide MIS reporting for management.
• Coordinate with MOHRE, immigration and other authorities as required.
• Advise department heads on HR matters while upholding integrity and confidentiality.

Required profile

• 10+ years of HR experience with hands‑on operations in the UAE construction industry.
• Proven track record managing a large blue‑collar workforce.
• Strong knowledge of UAE Labour Law and Dubai‑specific HR rules.
• Fluent in English and Hindi.
• High integrity, honesty and dedication; comfortable working on site and in camp environments.

Required skills

• Oracle HR/ERP experience (preferred).
