Organizational Development Expert (Arabic Speaker)

About the role

This is an on-site position in Dubai for an Institutional Development Expert who speaks Arabic. The role supports an organization focused on public-sector effectiveness, coordination and institutional development, helping to strengthen internal performance through strategic improvement initiatives. It works closely with senior stakeholders to improve performance, governance and organisational effectiveness.

Key responsibilities

• Design and implement strategies to improve efficiency and effectiveness across the Ministry
• Develop plans aimed at improving the Ministry's overall performance
• Evaluate existing processes and identify opportunities for improvement
• Monitor institutional projects that support strategic objectives
• Ensure effective communication and coordination between departments
• Prepare periodic reports for the Undersecretary on task progress, approved objectives and recommendations
• Advise and support the Office of the Undersecretary in decision-making
• Ensure compliance with the Delegation of Authority (DoA) matrix and follow up with departments

Required profile

• Degree in strategic management
• 10+ years of experience in strategy, institutional excellence, organisational development or performance management
• Solid knowledge of governance, risk and compliance frameworks, including delegation of authority
• Experience working directly with senior leadership and coordinating across departments
• Native Arabic and professional English

Required skills

• Strategic planning and execution, KPI and performance management, business process improvement
• Advanced Excel for KPI tracking, PivotTables, formulas, action trackers and reporting
• Presentation and reporting in PowerPoint and Word
• Strategy and KPI management systems, and AI tools such as ChatGPT or Microsoft Copilot
• Preferred: Power BI, Project or Planner, and project management workflow systems
