Procurement Category Buyer – Railway Systems

About the role

SEGULA Technologies is seeking an experienced Procurement Category Buyer to support a major railway infrastructure project in the UAE. The role focuses on sourcing and managing suppliers for security, IT, telecommunications, cybersecurity and control systems.

Key responsibilities

• Develop and implement category sourcing strategies, conduct market research and cost analysis for railway‑related systems.
• Manage RFIs, RFQs, RFPs, evaluate offers, negotiate pricing, terms and warranties, and support purchase order processing.
• Identify, qualify and onboard suppliers, monitor performance against KPIs and drive improvement plans.
• Negotiate and administer framework agreements, software licences and service contracts, handling variations and disputes.
• Collaborate with engineering, finance, legal and cybersecurity teams to ensure compliance and support In‑Country Value initiatives.

Required profile

• Bachelor’s degree in Engineering, Procurement Management or related field.
• Minimum 5 years of procurement or category buying experience, preferably in railway or large‑scale infrastructure projects.
• Strong knowledge of strategic sourcing, tender management and contract negotiation.
• Fluent English; French or Arabic is a plus.
