QA/QC Manager – Civil Infrastructure Projects

About the role

China State Construction Engineering Corporation (CSCEC ME) is seeking an experienced QA/QC Manager to lead quality assurance and control activities across major civil and infrastructure projects in the UAE. The role involves developing quality plans, supervising teams, and ensuring compliance with project specifications and local authority standards.

Key responsibilities

• Develop, implement and maintain the Project Quality Management Plan (PQMP), quality procedures, Inspection & Test Plans (ITPs) and method statements.
• Manage QA/QC activities for roads, highways, bridges, earthworks, asphalt works, utility networks and related civil infrastructure.
• Ensure construction complies with approved drawings, specifications, contract requirements and UAE authority standards.
• Lead and supervise QA/QC engineers, inspectors, laboratory staff and documentation teams.
• Review and approve material submittals, method statements, inspection requests and test reports.
• Coordinate inspections, testing, audits and approvals with clients, consultants, subcontractors, laboratories and authorities.
• Monitor and close out NCRs, CARs and quality observations, driving corrective and preventive actions.
• Conduct internal audits, support external audits and promote continuous improvement.
• Prepare weekly and monthly quality reports, track KPIs and recommend performance enhancements.

Required profile

• Bachelor’s degree in Civil Engineering.
• Minimum 16 years of overall experience, including at least 5 years as a QA/QC Manager on major roads and infrastructure projects.
• Proven experience with UAE civil infrastructure projects and familiarity with RTA, Dubai Municipality, DEWA or similar authorities.
• Strong knowledge of ISO 9001 quality management systems and UAE construction standards.
