Senior PMO Manager

About the role

We are looking for a Senior PMO Manager to lead and operate the Enterprise Project Management Office for a large semi‑governmental conglomerate in Dubai. The role provides portfolio governance, delivery assurance and transparency across complex, cross‑functional initiatives, supporting senior leadership with prioritisation, disciplined execution and informed decision‑making.

Key responsibilities

• Establish and maintain governance frameworks, standards and controls for the Enterprise PMO.
• Provide oversight of the portfolio, ensuring visibility, coordination and structure across programmes, projects and initiatives.
• Deliver independent delivery assurance, identifying risks, dependencies and issues, and escalating them promptly.
• Execute governance processes such as stage‑gates, approvals, RAID management and reporting in line with enterprise standards.
• Support prioritisation and sequencing of initiatives through capacity planning and portfolio insights.
• Track financial performance against budgets, highlight variances and manage benefits realisation.
• Produce clear, timely reporting for senior leadership, steering committees and governance forums.
• Lead and develop the PMO team, fostering capability growth and performance.
• Drive continuous improvement of PMO tools, data quality and reporting maturity.

Required profile

• Bachelor’s degree in Business, Finance, Technology or a related discipline (Post‑graduate qualification such as MBA preferred).
• Minimum 15 years of experience in PMO, portfolio management or transformation roles.
• Proven experience operating enterprise‑level PMOs within complex, matrixed organisations.
• Professional certifications such as PMP and/or Six Sigma Green Belt (or higher) are desirable.
