About the role

China State Construction Middle East is seeking a Talent Acquisition Specialist to support its head office in Dubai. The role focuses on planning, recruiting and onboarding skilled personnel for both headquarters and project sites across the UAE.

Key responsibilities

• Develop and execute manpower planning and forecasting strategies aligned with project timelines.
• Lead end‑to‑end recruitment processes, ensuring timely staffing of headquarters and site operations.
• Establish communication channels between headquarters and project sites to streamline recruitment and workforce management.
• Design targeted talent acquisition strategies to attract top construction talent in the UAE.
• Oversee the full recruitment lifecycle from job posting to onboarding, ensuring compliance with UAE labor regulations.
• Build and maintain a proactive candidate pipeline for immediate and long‑term needs.
• Analyze recruitment metrics and provide actionable insights to improve staffing outcomes.

Required profile

• Bachelor’s degree in Human Resources, Administration or related field.
• Minimum 5 years of relevant experience in talent acquisition within the construction industry.
