Technical Director – PMO

About the role

SEE Engineering is looking for an accomplished Technical Director to lead the technical function of its Project Management Office. The role provides strategic technical leadership across a portfolio of projects, ensuring compliance with UAE authority regulations, quality, safety and sustainability standards.

Key responsibilities

• Set technical direction for the PMO and manage Technical Managers, engineers and draftsmen.
• Establish and govern technical standards, procedures and design‑review frameworks.
• Oversee design development, constructability reviews and value‑engineering initiatives from concept to handover.
• Provide final technical approval on design submissions, shop drawings and submittals.
• Lead authority approval strategy, including NOCs, permits and critical submissions.
• Identify portfolio‑level technical risks and ensure effective mitigation.
• Manage relationships with consultants, clients, contractors and authorities.

Required profile

• Bachelor’s degree in Civil Engineering (Master’s preferred); professional chartership or registration is a plus.
• Minimum 15 years of construction experience, at least 8 years in senior technical leadership.
• Proven track record delivering large‑scale residential, high‑rise, commercial or infrastructure projects in the UAE.
• Experience overseeing multiple projects within a PMO, developer or main‑contractor environment.
