Technical Manager – Stakeholder & Approvals Governance

About the role

The Technical Manager – Stakeholder & Approvals Governance provides strategic oversight for stakeholder, authority, land, utility and approvals strategies across Modon’s development projects and associated special purpose vehicles. Operating at a governance level, the role ensures that regulatory obligations, technical interfaces and third‑party constraints are identified early and managed throughout the project lifecycle.

Key responsibilities

• Define and implement stakeholder and authority engagement strategies for all project phases.
• Lead stakeholder mapping, identifying decision‑makers, regulators, landowners, utility providers and adjacent developments.
• Establish structured engagement frameworks aligned with programme requirements and governance obligations.
• Build and maintain trusted relationships with senior representatives of Abu Dhabi authorities and internal teams.
• Provide strategic advice on stakeholder expectations, approval risks and authority requirements.
• Act as senior escalation point for stakeholder or authority challenges affecting delivery.
• Capture, track and embed stakeholder commitments and obligations within project activities.

Required profile

• Extensive experience in Abu Dhabi infrastructure projects and established relationships with local authorities.
• Proven ability to lead governance and assurance functions in complex development environments.
• Strong analytical skills to translate stakeholder requirements into clear project actions.
• Excellent communication and negotiation capabilities with senior government and private‑sector representatives.
