HSE Engineer – Construction Safety (Senior/Junior)

About the role

Responsible for site HSE oversight, inspections, reporting, contractor monitoring and support for safe execution of construction activities. Provides 24/7 health and safety oversight for construction projects.

Key responsibilities

• Provide continuous 24/7 H&S oversight for assigned construction projects.
• Deploy and manage a team of five H&S personnel to cover all shifts.
• Conduct site inspections, safety observations and compliance checks.
• Monitor contractor activities and verify compliance with approved H&S requirements.
• Review risk assessments, method statements and permit‑to‑work documentation.
• Inspect scaffolding, ensure it is safe, tagged and suitable for use.
• Deliver toolbox talks, report unsafe acts, incidents and near‑misses, and support investigations.

Required profile

• Diploma or degree in Occupational Health and Safety, Engineering, Construction or related field (preferred).
• Minimum 5 years of H&S experience in the UAE construction industry, with proven site inspection and contractor monitoring experience.

Required skills

• In‑depth knowledge of UAE construction H&S regulations and site safety practices.
• Expertise in scaffolding safety, inspection, tagging and access control.
• Proficiency in risk assessments, method statements and permit‑to‑work systems.
• Experience with work‑at‑height, lifting, excavation, confined‑space and hot‑work controls.
• Capability to conduct emergency response, incident investigation and near‑miss reporting.
• Strong skills in H&S inspections, audits, toolbox talks and reporting using Microsoft Office and electronic H&S reporting tools.
