Tax & Legal Manager – Emerging Markets (Dubai)

About the role

Deloitte Middle East is looking for a dynamic Manager to lead its Emerging Markets tax and legal practice from Dubai. The role focuses on business development and strategic partnership building across Iraq, Libya and selected African countries, requiring deep regional knowledge and strong relationship‑building skills.

Key responsibilities

• Develop and implement strategic plans to expand the firm’s presence in targeted emerging markets.
• Identify new business opportunities and establish partnerships aligned with growth objectives.
• Build and maintain robust relationships with clients, government officials and key regional stakeholders.
• Conduct market analysis and competitive landscape assessments to inform strategic decisions.
• Oversee project planning and execution, ensuring delivery on time, within scope and budget.
• Ensure compliance with local laws and regulations, identifying and mitigating potential risks.
• Act as a role model, developing high‑performing teams and delivering exceptional client service.

Required profile

• Bachelor's degree in accounting, finance or a related field; CPA, ACCA or equivalent certification is a plus.
• 5+ years of business development or management experience within a Big 4 or similar professional services firm.
• Proven track record of developing and managing client relationships in emerging markets.
• Strong understanding of the economic, political and cultural landscapes of the targeted regions.
• Excellent communication, negotiation and interpersonal skills.
• Ability to travel across the supported regions as needed.
• Experience working in or with the targeted countries and an established network of professional contacts.
• Proficiency in Arabic (French is an advantage) and demonstrated leadership abilities.
